During one of the previous quests you’re given a spectral assassin that you can summon once a day. I summoned him in the Dawnstar sanctuary as I was doing the quest to kill Cicero. If you do that, the spectral assassin tells you essentially that Sithis does not want you to kill Cicero so I spared him.

2011-12-01 · Just a little bit of info, I was in the sanctuary and I summoned the spectral assasin Lucien Lachance and he says that theres a disturbance pretty much and that they don't want Cicero dead so I took that into consideration but it's probably nothing.
